About this role

Workforce Planning Manager - Public Sector - Glasgow - SC Clearance

I am looking for an experienced and proactive professional to lead workforce planning and people capability for a high-profile government programme. This role is central to ensuring that the organisation has the right skills, resources, and processes in place to deliver critical services in a busy and evolving environment.
You will work closely with senior leadership to shape and implement strategies that support organisational growth, staff development, and operational excellence. This is a unique opportunity to influence people-related initiatives at a national level, driving improvements that enable secure and effective delivery.

Due to the urgency and nature of the programme, candidates with active SC clearance will be preferred.

Key Responsibilities

  • Design and deliver a comprehensive workforce planning strategy aligned with organisational objectives.
  • Analyse current capability and develop plans to meet future requirements within policy and budget constraints.
  • Provide expert advice to senior leaders on people-related matters and contribute to key reporting for government stakeholders.
  • Build strong relationships across departments and partner organisations to resolve issues and influence outcomes.
  • Oversee recruitment, onboarding, and induction processes to ensure a seamless experience for new staff.
  • Lead engagement initiatives to foster a high-performing, inclusive culture.
  • Manage and develop a team responsible for operational delivery of workforce planning and people capability.

Essential Experience

  • Proven track record in workforce planning and implementation, ideally within government / public sector environments
  • Strong background in HR and organisational development, including culture and capability building.
  • Experience delivering people-focused strategies in complex environments.
  • Excellent communication skills with the ability to present complex information clearly.
  • Ability to influence senior stakeholders and build cooperative relationships quickly.
  • Leadership experience managing operational teams to deliver at pace.

Desirable

  • Knowledge of business planning and alignment with strategic objectives.
  • Experience in IT service environments.
  • CIPD qualification or equivalent.
