Programme Manager - Business Transformation - TOM Delivery - Public Sector - SC Clearance eligible

I have an immediate opportunity for an experienced Programme Manager to support the delivery of a major government transformation programme. This is a senior leadership role working alongside a Programme Director to oversee multiple workstreams within a large and complex change programme. The focus will be on Target Operating Model design, organisational change, and senior stakeholder engagement.

I am therefore keen to speak with candidates who have:

• Experience in leading large-scale transformation programmes, ideally within the public sector
• Strong experience in Target Operating Model design and implementation
• Experience in organisation design, including staffing, training, redeployment and redundancy planning.
• Knowledge of how data and digital strategies enable transformation
• Exceptional stakeholder management and influencing skills at senior levels
• Experience working with a complex mix of suppliers, contractors, and permanent staff
• Proactive, delivery-focused, and able to bring clarity and pace to complex programmes
• Flexibility to work 50% onsite, with base location flexible across multiple UK offices.
• Clearance: BPSS minimum; SC preferred (or eligible) due to the nature and urgency of the role
